Lead paint inspections

We test painted surfaces room by room, usually with an XRF analyzer, to find out where lead paint is and what condition it is in.

Compliance inspections for owners

Local Law 31 requires owners of most pre-1960 residential buildings to have apartments and common areas XRF tested, and the August 9, 2025 deadline has passed. Is your inspection overdue, or did you get a notice? What is Local Law 31?

Local Law 31 of 2020 is New York City's lead paint XRF testing law. It covers apartments and common areas in most residential buildings built before 1960, and in buildings from 1960 to 1978 where the owner knows lead paint is present. The testing must be done by an EPA-certified lead inspector who is independent of the owner and of any remediation contractor. The deadline was August 9, 2025, so owners who have not tested are now overdue. If no lead is found, an owner may qualify for a Lead-Free Exemption from HPD, and owners should keep the inspection records for at least ten years. Read HPD's guidance.

How do I know if my building has lead paint?

Buildings painted before 1978 may. Only testing can say for sure, which is why we test surface by surface.

What does clearance testing involve?

After renovation or repair, we inspect the space and take dust wipe samples, then tell you the results and document them.

How long does a visit take?

It depends on the size of the property and how much we sample. We give you an estimate when you book.
